  • Project Description: After 9/11, the newly created Department of Homeland Security needed to design, implement, evaluate and track a variety of emergency preparedness drills and counterterrorism exercises across the diverse federal/local governmental departments and branches.

    As a trusted advisor, the Company has been continually contracted by Homeland Security to assist in the definition and expansion of the requirements, design a variety of supportive software tools, integrate and deploy, and conduct regional training of personnel system to accomplish these objectives. The Company created the Design and Development System (DDS) to provide standardized tools and methods for planning and conducting exercises. This system provides step-by-step guidance for exercise planners to design, develop, conduct, and evaluate exercises. It also includes procedures, templates, document storage and collaborative features for all exercise planning team members.

    The contract was expanded to include a National Exercise Scheduling System (NEXS). This added capability included software for pattern recognition that provides more effective allocation of funds by combining or separating exercises to determine how/where exercise resources are best used, seeking efficiencies that save both time and money.

    Lastly, the contract was expanded to include subject matter experts for classroom training and field instruction by industry experts. Training, briefings, working groups, reports, concept papers, and presentations/publications were prepared and delivered.

    All of these activities have improved communication, increased efficiency, and provided a systematic approach to the software systems in use with a properly trained workforce to increase the effectiveness of Homeland Security.
